Meshcore repeater

Attempt to DIY a solar powered Meshcore repeater

Aim is to get 6x 18650 cells into a cabinet that also holds the repeater hardware + a cavity filter

Repeater hardware agnostic, using Heltec v3/V4 at the moment but also have Wisblock for testing.

Charging using TP4056 modules to 18650 cells in parralel, added a voltage monitor as the Heltec shat itself when battery voltage became too low and actually distroyed some of its own circuits that are used through battery. Small circuit using two TI chips checks the input voltage and cuts off the repeater if voltage drops below a configurable threshold.

Once power comes back to 1.5% above threshold the repeater is powered on again.
